 NBANDS - If NBANDS = 1, the next two arguments are taken as the minimum
          and maximum band numbers.
          If NBANDS = 2, the next two arguments are taken to be the
          minimum and maximum frequencies.  On return NBANDS is the
          number of bands calculated.
 MINB,MAXB - Mimimum and maximum band numbers if NBANDS = 1.
 FMIN,FMAX - Minimum and maximum frequencies if NBANDS = 2.
 FREQ - Calculated 1/3 octave band center frequencies.
