This program takes an IARU locator and translates it into global 
co-ordinates. It also converts global co-ordinates to an IARU 
locator. The locator system is used by radio amateurs when describing 
their global position. The six character group of the locator is 
shorter than the fifteen characters required by global co-ordinates. 
For radio purposes the errors inherent in the locator are acceptable.

There is an error in the alogorithm for locator conversion in that 
the boundary conditions of 90N and 180E are not representable. I have 
substituted 'R9X' for 90N, and substituted 'A0A' for 180E.
